FSYC Rules and Regulations

1. Please keep your Club grounds, clubhouse, kitchen and lapa clean! Members are to clear their tables and wash up after meals. Crockery, cutlery and glassware is not to be removed from the kitchen/clubhouse for use other than meals at the clubhouse.

2. Members are to leave toilets and showers in neat and tidy state. Do not leave towels – clothes in showers other people also want to use the facility.

3. The clubhouse and kitchen may not be used as a workshop or storage facility.

4. All water taps must be closed properly and electric lights switched off after use.

5. All washing of boats must be done with grey water (taps painted black) only. Grey water is not filtered and is save to use. Water from blue taps is for drinking.

6. Strictly No dogs allowed on Club premises.

7. Parking is normally restricted to the upper slipway and road. No vehicles may be parked on the slipway except during loading and unloading. Apart from this concession, vehicles may be driven onto the slipway only for the purpose of delivering or removing a boat.

8. Members who bring the same guests to the club more than three times, are asked to encourage them to apply for membership.

9. The kitchen, clubhouse, ablution facilities, lapa and jetties are for use of club members only.

10. Visitors must pay the daily entrance fee or be escorted by a paid-up member.

11. Sleeping in the clubhouse is not allowed. We also do not allow camping/ caravanning by none members on club grounds.

12. No boats shall be left tied onto the jetty in the absence of the
owners. All vessels shall be on their own moorings if not being
prepared for sailing, worked on or used for sleepover. If there is a
need to raft up next to another boat please announce your intention
to the owner of the vessel who will gladly assist you.

13. The Dolly used for launching and maintenance work is to be left well above the waterline after work is completed to prevent rust on the axels. Please clean your work area after work is completed.

14. Members wanting to go cruise to any part of the dam for any period are requested to complete the Cruising log located in the Kitchen.

15. The grounds and facilities of Forever Resort is off limits to club members and their guests. You are however welcome to use any of their facilities after paying their applicable fees at the main gate/reception desk. Please assist in keeping up the good relationship with the resort.

16. Each member shall have a remote gate control unit and a set of keys for the kitchen. This will give you access to all our facilities. Please ensure that you close the main gate behind you whenever you come in or go out.

17. To add to the friendly and helpful nature of our club, friendly greetings, common courtesy, respect and fair sportsmanship should be practiced at all times.

Equipment Requirements for Yachts on Gariep Dam.

Yachts are liable to bonding by the management without recourse to protest if they fail to comply.

Yachts shall carry the following:


Of required size for the yacht, with 40 meters of suitable warp and a minimum of 10 m x 8mm or larger chain between the anchor and the warp. As a guide a Danforth anchor should weigh about 0.7% of the yacht mass.


All keelboats shall carry an auxiliary motor in working order, capable of propelling the yacht at a speed of 5 knots under calm conditions for 10 sea miles, and the necessary fuel and fittings.


A bailing bucket (galvanised or heavy plastic) of at least 9-litre capacity with lanyard must be carried whether the yacht is fitted with a bilge pump or not. In addition, yachts of 9m length and over shall carry at least one bilge pump operable from the cockpit.


A non-poisonous fire extinguisher suitable for petrol fires, easily accessible from the cockpit. Yachts of less than 9m shall carry an extinguisher of minimum 1.5kg and yachts of 9m and over shall carry at least two extinguishers of minimum 1.5kg each.


Of suitable size, to be carried on deck or readily accessible to the helms person. A simple floating light shall be attached by means of a lanyard during night racing.



Of good quality and in good condition for each member of the crew. Rule 40 shall apply. See also Liability paragraph 12 – Sailing Instructions.


Of 15m minimum length and floating type readily accessible to cockpit. The heaving end of the line shall have a quoit or similar buoyant device attached.


A whistle or horn.


With fresh batteries.


Soft wood, rubber or synthetic material plugs, tapered and of various sizes suitable for blocking all through hull fittings.


For night races only.


Of suitable composition including a means of cutting or quickly disconnecting the rigging.


It is recommended that a RED FLARE (for emergencies) and a WHITE FLARE (for mishaps of a less serious nature) be carried.


Refer paragraph 10 Sailing Instructions.


Inside ballast in a yacht shall be securely fastened in position. All other heavy internal fitting (such as batteries, stoves, gas bottles, tanks, engines, outboard motors, etc) and anchors and chains shall be securely fastened.


Sail reefing arrangements to enable the sail area to be reduced to manageable proportions during heavy weather conditions.



1. No Boats allowed alone on the dam unless:

1.1 Two boat rule applies to boats going out of sight.

1.2 Life-jackets must be worn that comply with S.A.S. prescription.

1.3 Suitable communication must be available i.e. Cell phone etc.

1.4 Cruising log to be completed before departure.

Safety Equipment:

2.1 Any person who sails does so at his/her own risk.

2.2 Any member of any age who cannot swim, shall wear a life-jacket which complies with S.A.S. prescription, whenever boating.

2.3 Every yacht shall carry at least one life-jacket which complies with S.A.S. prescriptions for each member of its crew.

2.4 When a life-jacket is displayed at the bridge or club, all members shall wear life-jackets which comply with S.A.S. prescriptions while boating.

2.5 Every yacht shall have sail and engine or paddles. If no provision is made, one must have any alternative form of motive power.

2.6 Board sailors require a minimum flotation of 3 kg, which can consist of any one, or a combination of, a wetsuit and/or harness flotation device.

Use of Club Launch

3.1 The Launch will be in the charge of the bosun or committee member or appointed deputy, and may only be used by duty officers, except with the express permission of the Chairman Sailing or his deputy. Any damage to the boat must be reported immediately to the chairman sailing who will take the necessary action to make good such damage.

3.2 No person under the age of 16 years are allowed to operate or be in control of the club launch – please refer to water affair rules


3.3 When the rescue launch is not available, members using their own dinghy must wear life-jackets which comply with S.A.S. prescription.

Junior & Juvenile Members:

A junior or juvenile may sail in the harbour area on the understanding that no blame is attached to the club or any member in the event of an accident.


Swimming is only allowed in such areas as are laid down by the Sailing Committee. Swimmers must keep clear of the boats being launched or recovered.

Aquatic Sports:

All yachts are to keep clear of the launching of power boats.

Appointment of Protest Committee:

The judge for the session or his assistant, or whomsoever shall be acting in this capacity, has the power to appoint the protest committee from members of the protest panel.

8 Engine room Bye-laws:

8.1 No private ownership of space in the room or Club Property will exist.

9 Mooring specifications:

The minimum specifications for moorings of keel boats shall be as follows:

a) 750 kg Cement block.
b) 12mm hot dipped galvanised chain.
c) 12mm hot dipped galvanised swivel.
d) 10mm hot galvanised hot dipped pickup chain.
e) There must be 5 meters of free chain at all times.

Race Officers: Race Officers or their Deputies, shall:
a) Be on duty at the dam two hours before the race is advertised to start.
b) Ensure that the Race equipment is available.
d) Control the parking of members’ cars on the Club premises.
e) Have the right to supervise children on the Club premises, or in the water.
f) Be directly responsible to the Chairman Sailing.
g) Be responsible for any other duties that may be decided upon by the Sailing Committee.
h) Ensure that the members that bring guests sign them on in the Visitors’ Book.
i) Make sure that the bridge is present, book and pencil are available.
j) Help man the Bridge if necessary.

If any of the members listed as Sailing Officers are for any good reason unavailable on the duty day allotted, they must arrange suitable substitutes.

1. Rules:

All races will be sailed under the rules of the IYRU and prescriptions of SAS as amended since 2014 except where otherwise indicated

Race Committee:

The Race Committee shall be: The Sailing Committee and/or such persons appointed by the Sailing Committee


Points will be allocated on the low points system or as indicated in respect of individual trophies in the Sailing Program.

Starting times:

Starting times will be as published in the Sailing Program unless otherwise indicated on the Notice Board


Courses shall be as informed at the skippers briefing and as indicated on the Notice Board.


In the event that the start line is laid between the yardarm on the land and the start mark in the bay it shall remain in position and therefore ipso facto also act as finish-line.

Committee boat starts will be on a standard Olympic courses as indicated in the regatta racing instructions. Competitors must keep clear of the line, i.e. they may not pass between the start/finish-mark and the committee boat, for the duration of the race unless they are finishing or starting. In this event the committee boat will display the blue shape to indicate that it is on station as part of the finish line.

Starting Procedure

(a) Warning Signal – RED light ON + SOUND signal. (5 min. before race is to start).

Preparatory Signal – GREEN light ON + SOUND signal (4 min before).

One minuet Starting Signal – GREEN light OFF + SOUND signal

START – RED light OFF + SOUND signal

(b) In starting yachts by classes, the starting signal for each class shall be the preparatory signal for the next class to start.

(c) Sound signals may also be used, but times shall be taken from the visual starting signals and a failure or mistiming of a gun or other sound signal shall be disregarded.

Change of Course:

The course for a class which has not started may be changed by displaying the postponement signal and indicating the new course before or with the hoisting of the warning signal, which shall be one minute after the postponement signal has been lowered

Class Flags:

In the event of different Classes competing simultaneously the identification flags shall be used to designate the classes.



If any part of the yacht’s hull, crew, or equipment be on or over the starting line at the starting signal, a short sound signal will be made and the white light will flash continuously until all the effected boats have crossed back to restart properly. The responsibility for returning shall rest with the yachts concerned.

General Recalls:

When there is a number of unidentified premature starters, or an error in starting procedure; the Judge may order a General Recall, which shall be signalled by two sound signal and the white light will flash continuously for four minutes

In the event of a General Recall:

(a) one minute after the white light has stopped flashing one short sound signal will sound and the red light will be displayed. This will indicate the start of the complete restart sequence (normal five minute countdown)

(b) Rule infringements before the Preparatory Signal for the new start shall not be cause for disqualification.

Shortening Course:

The Race Committee may shorten course at any rounding mark for any reason deemed necessary.

(a) The display of the International Code Flag “S” by the bridge during a race, shall mean that the mark of the course immediately ahead of the leading yacht, shall be the penultimate mark of the course, after rounding which the yachts shall steer for the finishing line, crossing it from the direction of the last mark.

(b) The display of the International Code Flag “S” by a Committee Boat on station at a rounding mark shall mean that the finishing line lies between that boat and the mark.

(c) The display of the International Code Flag “S” over a class signal, means that the signal applies to the designated class only.

(d) Skippers may also be contacted by cell phone if none of the above is possible.


The Answering Pendant (AP) of the International Code shall be hoisted:

(a) Alone, to indicate that all races not started are postponed, and that the Warning Signal will be made one minute after this signal is lowered. (One sound signal shall be made with the lowering of the “AP”)

(b) Over one ball or shape, to indicate that the starting times of all races not started are postponed for fifteen minutes. (This postponement can be extended indefinitely by the addition of a ball or shape for every fifteen minutes.)

(c) Over one of the numeral pendants 1 to 9, to indicate that all races not started are postponed for one hour, two hours, etc.

(d) Over the letter “A”, to indicate that all races not started are postponed to a later date.

(e) Or advised by cell phone


“N” Abandonment Signal:

When displayed alone means “All races are abandoned”. When displayed over a class signal means “The designated race is abandoned”.

Abandonment and Re-Sail Signal:

“N” over “X”. When displayed alone means “All races are abandoned and will shortly be re sailed”. The warning signal will be made one minute after this signal is lowered.

When displayed over a class signal, means: “The designated race is abandoned and will shortly be re-sailed. Watch for fresh Starting Signals.”

Cancellation Signal:

“N” over “First Substitute”. When displayed alone means: “All races are cancelled”. When displayed over class signal means: “The designated race is cancelled”.

15. Calling Attention to Signals.

(a) Three guns or three other sound signals when displaying “N”.

(b) Two guns or two other sound signals when displaying the First Substitute, Answering Pendant or “S”.

(c) One gun or one other sound signal when making any other signal.


Written protests on the prescribed S.A.S. form, accompanied by a fee of R50.00 must be handed to the Race Committee for the session within 30 minutes of the finish of the protesting yacht or of her return to the Club foreshore, should she not cross the finishing line. Late protest shall be considered at the discretion of the Sailing Committee. A protest for an infringement of the Rules or Sailing Instructions occurring during a race shall be signified by showing a Protest flag “B”, not less than 255 mm x 150 mm conspicuously in the rigging of the protesting yacht.


Helmsmen of yachts which finish a race will be presumed to have observed and obeyed all rules and sailing instructions, and it will not be necessary to sign a declaration. The Helmsman of a yacht retiring from a race, shall sign the prescribed form of declaration to the effect that the yacht has retired. Failure to do so within 15 minutes of the last yacht completing the course, will entail disqualification in terms of rule 73. The Race Committee shall have the power to extend this time.

Safety Equipment:

Failure to adhere to the safety regulations as laid down in the F.S.Y.C. Sailing Bye-laws shall result in disqualification.

Special Instructions:

The Sailing Committee may issue special instructions and amendments hereof:

(a) By notice in writing given to each yacht not later than the warning signal of class, or

(b) By a notice posted on the notice board, not less than 30 minutes before the warning signal of the class or classes affected thereby.

(c) By cell phone

Minimum Number of Entries:

Should there be less than 3 entries for a race or series of races, the race or series of races shall be automatically cancelled unless postponed to a later date.

Time Limit:

If in the opinion of the Race Committee, the leading yacht in any race has not maintained, or is not likely to maintain a fair speed, the race shall be abandoned. Unless otherwise indicated on the Notice Board, yachts which have not finished within one hour (30 minutes for a class race) of the first yacht across the finishing line shall be regarded as having retired.

Alternative Penalties:

The 720o turns penalty shall apply.

The Hobie 14 and Hobie 16 classes will be permitted to perform a 360o penalty turn instead of the 720o.

It is an offence to contravene these rules.

An official may instruct a person not complying with these rules to remove his boat form water or may remove it himself. Obstructing, hindering or interfering with an official in the performance of his duty is an offence.

An official on duty at any club has the authority to reprimand or order a boat off the water should any of the rules set out herein not be adhered to.

Clubs may make their own additional local rules, provided those rules do not contradict the rules contained herein.

  1. The use of any boat shall be at the users/operator`s own risk.
  2. The driver of any boat is responsible for the safety and conduct of his passengers.
  3. Boats must have a “V” Number – issued by die department of Water Affairs.
  4. Harbours and areas where boats are moored are NO WAKE ZONES.
  5. No boat shall exceed the safe speed limit for that type of boat.
  6. No boat shall be driven in a reckless or irresponsible manner.
  7. No person under the age of 16 may be in control of a motorboat.
  8. There must be a life jacket for each person on board a boat in use.
  9. No boat may transport more persons than the max. allowed on the boat permit.
  10. No person shall be in control of a boat while under the influence of alcohol or any form of narcotics.
  11. No person shall pollute the water in the dam.
  12. All boats with marine toilets must have a holding tank.
  13. No person shall disturb any plant, bird or animal life.
  14. No person may navigate a motorboat nearer than 50 metres from the shore or nearer than 15 metres form any boat, except when leaving from or returning to the shore.
  15. A motorboat yields the right of way to any other boat, but a canoe and a rowing boat yields the right of way to a sailing boat.
  16. The driver of a boat towing a skier must display a 500mm red flag when his skier is in the water.
  17. All skiers shall wear life jackets when skiing.
  18. No person may leave a boat while it is in motion.
  19. All boats, which are not moored, must be manned.
  20. All motorboats must be fitted with efficient silencers.
  21. All boats must have an efficient water pump of bailer.
  22. All boats with one engine shall be equipped with oars.
  23. No persons shall overtake or navigate in such a way that his slipstream endangers any other boat.
  24. Powerboats must be overtaken on the port (left) side only.
  25. Boats towing a skier shall have an observer or an efficient rear mirror.
  26. Boats towing a skier may only turn anti-clockwise when turning about.
  27. Steel or wire ropes may not be used for skiing.
  28. No person without the necessary permit may glide in the air above the water.
